11. Life Sciences Specific Considerations

Every section in this guide so far has included a life sciences note, because the overlap between SOC 2 and the regulatory frameworks life sciences companies already operate under is not a footnote, it shapes real decisions from the first day of scoping through the final audit report. This section brings that thread together into one place: where SOC 2 and GxP genuinely overlap, where they do not, and how to build a program that treats them as connected rather than as two unrelated compliance efforts competing for the same people’s time.

If you take one idea from this section, take this: SOC 2 and your existing quality and regulatory obligations are answering related but distinct questions, and the companies that struggle most are the ones that either assume one automatically satisfies the other, or that build two entirely separate programs that never talk to each other. Neither assumption survives contact with an actual audit.

Where SOC 2 and GxP computer system validation overlap, and where they do not

GxP, the collective term for Good Practice regulations spanning Good Manufacturing Practice, Good Clinical Practice, Good Laboratory Practice, and related frameworks, and computer system validation exist to ensure that systems supporting regulated activities produce reliable, trustworthy results and records. SOC 2 exists to demonstrate that an organization’s controls protect the security, availability, and integrity of systems generally. Both care about access control, change management, and data integrity. Neither is a substitute for the other, and understanding exactly why is what lets you avoid both duplicated effort and dangerous gaps.

Where they genuinely overlap: access control, change management, and incident and deviation management are the three areas where a well-run GxP program and a well-run SOC 2 program are, in substance, describing the same underlying discipline. A validated system’s change control SOP, requiring documented impact assessment, testing, and approval before a change reaches a validated system, satisfies the intent of SOC 2’s CC8 for that system, often more rigorously than a typical SaaS company’s process does. The same is frequently true of access control: a GxP system’s periodic access review, done to satisfy Part 11 and quality system requirements, is largely the same activity a SOC 2 auditor wants to see for CC6.

Where they diverge, and this is the part most guidance glosses over: GxP and computer system validation are concerned with the specific integrity, accuracy, and traceability of regulated data and records, down to the level of individual data points and their full history. SOC 2 is concerned with the security and operational reliability of the systems and organization as a whole, including large amounts of infrastructure, tooling, and process that sit entirely outside any GxP boundary, corporate IT, marketing systems, general business applications, none of which a GxP program has any reason to touch. A SOC 2 auditor will test your organization’s controls across a much wider system boundary than your GxP validation scope ever covers, and a GxP inspector has no interest in, and will not accept as satisfactory, evidence drawn from unvalidated systems outside the GxP boundary, however secure those systems might be.

The practical implication: map your SOC 2 system boundary against your GxP validated system boundary explicitly, as an artifact, not an assumption. Identify the systems that sit in both, the systems that are GxP-validated but outside SOC 2 scope, and the systems that are SOC 2 in-scope but have no GxP relevance at all. For the overlapping systems, look for a single control and a single evidence trail that can satisfy both frameworks, following the same principle raised in Section 10. For systems that only carry one obligation, do not try to force alignment where none is needed, that just adds complexity without benefit.

Mapping 21 CFR Part 11 to SOC 2 Common Criteria

21 CFR Part 11 governs electronic records and electronic signatures for FDA-regulated activities, requiring that systems maintaining these records ensure their authenticity, integrity, and, when needed, confidentiality, and that electronic signatures carry the same legal weight and non-repudiation as handwritten signatures. For any system in your SOC 2 boundary that is also Part 11 relevant, evidence can often be structured to satisfy both frameworks with a single review, if you design for it deliberately, as noted in Section 5.

The rough mapping looks like this:

What Part 11 does not address, and what your SOC 2 program still needs to cover independently even for Part 11 relevant systems: the broader organizational controls SOC 2 tests, incident response, vendor risk management, business continuity, and the Common Criteria’s control environment expectations, CC1 and CC2, none of which fall within Part 11’s scope. A system can be fully Part 11 compliant and still have real SOC 2 gaps in areas Part 11 was never designed to address.

HIPAA considerations alongside SOC 2 scope

For platforms handling protected health information, HIPAA and SOC 2 run on separate legal and evidentiary tracks that happen to test many of the same underlying controls. HIPAA is a legal compliance obligation with specific regulatory requirements, the Security Rule, the Privacy Rule, breach notification requirements, enforced by the Department of Health and Human Services. SOC 2 is a voluntary attestation framework with no direct legal force. A SOC 2 report, even one with a clean opinion covering Security and Confidentiality, is not itself proof of HIPAA compliance, and stating or implying otherwise to customers or partners is both inaccurate and a real liability.

That said, the technical and administrative controls SOC 2 tests, access control, encryption, incident response, vendor risk management, overlap substantially with what the HIPAA Security Rule requires, which means a well-built SOC 2 program does most of the practical groundwork for HIPAA compliance, even though it does not constitute compliance on its own. Companies handling PHI typically need a HIPAA-specific risk assessment, executed and documented separately, along with Business Associate Agreements with relevant vendors and customers, which is a distinct legal instrument from the vendor security review your SOC 2 vendor risk process performs, even though both processes will often touch the same vendor relationships.

The practical move is the same coordination principle used elsewhere in this guide: build your SOC 2 access control, incident response, and vendor risk programs with HIPAA’s Security Rule requirements in view from the start, so the underlying controls serve both purposes, while keeping the HIPAA-specific risk assessment and Business Associate Agreement processes as their own explicit, separately tracked workstreams, owned by whoever holds HIPAA compliance responsibility, typically working closely with Legal.

Clinical trial data: sponsor expectations, ALCOA+, and Processing Integrity

Companies handling clinical trial data, whether as a platform vendor, a CRO, or a sponsor’s technology partner, face an additional layer of expectation that generic SOC 2 guidance rarely addresses: the data integrity principles clinical research operates under, commonly summarized as ALCOA+, Attributable, Legible, Contemporaneous, Original, Accurate, plus Complete, Consistent, Enduring, and Available.

These principles map more directly onto SOC 2’s Processing Integrity criterion than onto Security alone, which is worth considering explicitly when scoping your report, discussed in Section 1. If your platform performs any transformation, calculation, or aggregation of clinical data, dosing calculations, randomization logic, endpoint determinations, sponsors and their auditors will often expect Processing Integrity to be in scope specifically because it addresses whether that processing is complete, accurate, and authorized, which ALCOA+ principles are also fundamentally concerned with, even though they come from a different regulatory tradition.

In practice, sponsors conducting vendor due diligence on a clinical data platform frequently ask questions that sit at the intersection of SOC 2 and ALCOA+ without naming either framework explicitly: how do you ensure a data point, once recorded, cannot be silently altered without a traceable record of the change, how do you ensure the individual who entered a data point is identifiable and attributable, how do you ensure data is available and retrievable for the full retention period a trial requires. Building your Processing Integrity controls, and the audit trail and change management evidence underlying them, with these questions in mind produces evidence that satisfies both your SOC 2 auditor and a sponsor’s independent data integrity due diligence, rather than treating them as separate asks requiring separate preparation.

Working with Quality and Regulatory Affairs, not around them

The single biggest structural risk in a life sciences SOC 2 program is building it entirely within IT and Security, treating Quality and Regulatory Affairs as stakeholders to inform after decisions are made rather than partners in making them. This produces exactly the duplication and misalignment risk raised throughout this guide: two teams independently building processes that cover the same underlying activity, using different terminology, different documentation standards, and no shared record.

Bring Quality into the SOC 2 program from the gap assessment phase, not after your policies are already drafted. Specifically:

This is not about subordinating SOC 2 to the quality system or vice versa. It is about recognizing that both functions are ultimately trying to demonstrate the same underlying thing, that the organization can be trusted with sensitive data and critical systems, and that a coordinated program says that more credibly, to auditors, inspectors, and customers alike, than two disconnected ones.

Avoiding duplicate audits and duplicate evidence requests

Left unmanaged, a life sciences company juggling SOC 2, GxP inspections, and HIPAA assessments can end up fielding what amounts to three separate audits of overlapping controls, each requiring its own evidence gathering, its own interviews with the same people, and its own documentation review, often within the same year. This is exhausting for the teams involved and is also, ironically, a weaker demonstration of control maturity than a coordinated approach, since it signals the organization has not actually unified its understanding of its own controls across frameworks.

A few practical steps reduce this burden meaningfully:

The goal is not to eliminate the distinct value each framework provides, they genuinely test different things, but to make sure your organization is not paying the full cost of building and evidencing the same underlying control three separate times because nobody connected the dots across programs.

Common mistakes this section addresses

Assuming an existing GxP program automatically satisfies SOC 2, or that a SOC 2 report constitutes regulatory compliance. Neither assumption holds. The frameworks overlap substantially in specific control areas, access control, change management, but each covers ground the other does not, and treating one as a substitute for the other leaves real gaps that surface at the worst possible time, during an actual inspection or a customer’s due diligence review.

Building the SOC 2 program in IT and Security without involving Quality and Regulatory Affairs from the start. This is the single most common source of duplicated effort and conflicting documentation in life sciences SOC 2 programs, and it is entirely avoidable by treating these functions as partners in scoping and policy design rather than downstream reviewers of decisions already made.
